Midwest Energy Codes Status Report

Building Codes  Activity


MEEA has received notice that the 2015 Illinois Energy Conservation Code rules, approved by the Capital Development Board (CBD), were filed with the Illinois Register last Friday, September 11. This publication commenced the first notice of the rule-making process and will last at least 45 days.  During the first notice, the Department of Commerce and Economic Opportunity (DCEO) must review the rule to determine the possible impact on small businesses, and the general public can submit comment on the proposed rule. The first notice terminates when the agency files with the Joint Committee of Administrative Rules (JCAR), initiating the second notice. The 2015 Illinois Energy Conservation Code is expected to go into effect on November 30, 2015. Please contact Ian Blanding, if you have questions about rules or the rule-making process.


Iowa has initiated the process to adopt the 2015 International Code Council model building codes, but a "Notice of Intended Action" must be filed by the state's legal department in order for the process to continue. However, during this time, the State’s Building Code Advisory Council (BCAC) can still meet and discuss the code. MEEA will be in attendance during the October 6 meeting, when the BCAC discusses the energy portion of the 2015 building codes. Once the notice of intended action has been filed, the state has six months to complete the adoption process.

November 3-5, 2015

MEEA is hosting the 6th Annual Energy Building Codes & Benchmarking Conference in Minneapolis, MN from November 3 – 5, 2015. The first day, November 3, will focus on building energy benchmarking initiatives and best practices, as we hear from leaders and experts within the Midwest. The second and third day (half day), November 4-5, will be devoted to discussing adoption and compliance experiences in the Midwest, and emerging energy building codes trends.
