Commerce posts amended RFPs for two CARD grants

On Friday September 16, 2016 the Minnesota Department of Commerce (Department) posted amended request for proposals (RFPs) for the two currently posted Conservation Applied Research and Development RFPs. One RFP seeks proposals to conduct a Statewide Natural Gas and Electric Energy-Efficiency and Carbon-Saving Potential Study. The second RFP seeks proposals to conduct a Statewide Electric Utility Infrastructure (EUI) Energy-Efficiency and Carbon-Saving Potential Study.

Revisions made to each RFP are in Section X General Requirements as summarized below:

  1. Removal of clause L. Foreign Outsourcing of Work Prohibited
  2. Addition of new clause O. Data Practices Requirements

On Monday, September 19, the Department also posted responses to questions received to date for each RFP. Additional questions may be submitted at any time by email to energy.contracts@state.mn.us and will be answered weekly. All questions must be submitted no later than Monday, October 10, 2016 at 11:59 p.m. CDT for the Natural Gas and Electric Potential Study, and no later than Monday, October 17, 2016 by 11:59 p.m. CDT for the Electric Utility Infrastructure Potential Study.

The revised RFP for the Natural Gas and Electric Potential Study and related documents are available for download on the Request for Proposals webpage of the Department website (http://mn.gov/commerce/industries/rfp/index.jsp) through Monday, October 31, 2016. Responders may also request a hard copy of the RFP by mail from this office (see mailing address below). Requests for hard copies must be received by the Department no later than 12:00 p.m. (Noon) CDT, on Thursday, October 27, 2016. Proposals in response to this RFP must be submitted by electronic means and received by Commerce no later than 11:59 p.m. CDT, Monday, October 31, 2016. Late proposals will not be considered. Instructions for submitting proposals are detailed in the RFP.

The revised RFP for the Electric Utility Infrastructure Potential Study and related documents are available for download on the Request for Proposals webpage of the Department website (http://mn.gov/commerce/industries/rfp/index.jsp) through Monday, November 7, 2016. Responders may also request a hard copy of the RFP by mail from this office (see mailing address below). Requests for hard copies must be received by the Department no later than 12:00 p.m. (Noon) CDT, on Thursday, November 3, 2016. Proposals in response to this RFP must be submitted by electronic means and received by Commerce no later than 11:59 p.m. CST, Monday, November 7, 2016. Late proposals will not be considered. Instructions for submitting proposals are detailed in the RFP.
